How can be sure the manufacturer can offer lowest price?

People used to think that the manufacturer can offer lowest price,but my opinion is that not really.let's say that the cost of labor is fixed,the cost of material is fixed but a comprehensive company make investment to R&D and make investment to product mould even provide material for manufacturer so how come how can be sure the manufacturer can offer lowest price
